Over time, the capstan shaft on all 8 track players wears a bit and becomes smooth and shiny.  This can cause play back issues on some tapes (especially the kind with the plastic pinch rollers) in the form of increased wow and flutter.  
 
While this scuffing cartridge isn't as good as having the capstan shaft resurfaced, it is a close second.  This is NOT a capstan cleaner, so the capstan shaft needs to be cleaned BEFORE using this cartridge.  All this does is add a light, temporary scuff to the capstan shaft so that it will have a better grip on the tape as it passes between it and the pinch roller. 
 
Insert for 10 to 20 seconds after each cleaning.  
 
Once scuffing pad starts to show wear/become shiny in the spot that hits the capstan.  Simply remove the cleaning pad, flip it over and reinsert it into the cartridge.
